It seems that the nvidia drivers can handle the 32-bit domain_id in the address, but the nvidia-docker-plugin doesn't, and is seemingly taking the last 16-bits as the address (while I believe the behavior of other packages, is to take the leading 16-bits). It looks like the domain_id portion of the PCI address is 32-bits instead of 16-bits, and have been told that there may be a fix in the latest/latest Hyper-V drivers for Linux - or in later kernel versions.
